Description/Job Summary

Position Summary
The Fiscal Administrator will function as a support person to the Area Finance Manager and other staff members as needed. The overall responsibility will be to coordinate fiscal administrative functions within the program.
 
Work Hours
The Fiscal Administrative Assistants work hours are Monday-Friday 8am-5pm. This position is responsible for assuring the building is ready for business at 8am and is secured at the end of the business day. This position would be responsible for being the point of contact if any maintenance issues within the office building needs to be completed outside of typical work hours.
 
Essential Duties and Functions
 The following are a list of job duties that are viewed as “Core Responsibilities”. “Core Responsibilities” are essential job functions of a Nurse, must occur and are considered non-negotiable. Nurses that fulfill these job functions are meeting minimum standards related to job expectations:
 
Office Management
  • Provides office coverage for 40 hours per week Monday-Friday, excluding holidays
  • Greets and directs visitors and guests
  • Answers and triages phone calls
  • Responsible for general office management including but not limited to: photocopies, scans, sorts documents, files documents, restocks office supplies, distributes and organizes office, assures cleanliness of office and building
  • Maintain communication to appropriate parties about leased equipment
  • Maintain personnel files, vendor files, lease files are neat and orderly
  • Fleet Management including maintenance of all fleet vehicles
  • Building Maintenance including assuring building compliance with emergency drills, HVAC and fire extinguisher inspections
  • Serves as liaison to Landlord
Consumer Management
  • Process paperwork and interviews related to application for food stamps
  • Process paperwork and interviews related to rep payee applications
  • Communicates necessary annual and monthly financial information to respective state and federal offices in relation to rep payee and food stamps
  • Completes annual social security re-determination eligibility for social security funds
  • Manages and oversees consumer funds in EMS account
  • Reconciles rep payee accounts
  • Manages and oversees rep payee bank account
  • Uploads monthly consumer rep payee statements into EHR system
  • Assists with communicating, managing and monitoring all social security funds for each consumer to assure compliance with $2000 limit
Contract Management and Subcontract AR/Invoices
  • Assures compliance with CMS in contract management
  • Uploads all contracts into CMS
  • Invoices appropriate subcontractors for services
  • Assures invoices from subcontractors are paid in a timely manner
  • Assure all Independent Contractors contracts are uploaded and up-to-date
Fiscal Management
  • Assure room and board payments are on time, processed, tracked and sent to Shared Services or remote bank account
  • Reconciliation of credit cards while meeting deadlines
  • Training on proper use and documentation for credit card use and reconciliation
  • Reconciliation of remote banking account by the 1st of each month
  • Submission of Independent Contractors bi-weekly payments
  • Prepare monies for residential homes, including reconciliation
  • Reconciliation of petty cash amounts of residential shift model homes by the end of the month
  • Submit and review mileage for each employee for all South Dakota programs
  • Submit and review phone reimbursements for all South Dakota programs
Employee Management
  • Maintains and updates applicants in BalanceTrak
  • Assists with scheduling interviews with Team Leader II
  • Completes new hire paperwork for all South Dakota programs
  • Completes training on benefits, also assures benefit enrollment for all South Dakota programs
  • Conducts and manages all background checks for all South Dakota programs
  • Conducts and manages all I-9 verifications for all South Dakota programs
  • Gathers all necessary paperwork for employment including insurance, certifications, high school diploma (or higher ed verification)
  • Contact person for all Shared Services related items including but not limited to benefits, payroll, mileage, FMLA, EAP, Accounts Receivable/Payable for all South Dakota programs
  • Completes New Hire Orientation
  • Completes and submits employee change forms, termination forms, benefit change forms, payroll forms, new unit/new change forms for all South Dakota programs
  • Completes Overnight Call-ins verifications and communicates to Team Leader or designee
  • Distributes, gathers, and submits all necessary forms relating to injury, accident, illness, FMLA, etc. to Shared Services for all South Dakota programs
  • Serves at the Safety Coordinator for all South Dakota programs
Qualifications
 Person must posses a high school diploma or higher.

  • Knowledge of Social Security Administration rules and regulations around Rep Payee
  • Be able to work in an open office environment

  • Positively represents RHD and the corporate values in the community while interacting with bank, social security and other necessary entities
  • Knowledge of bookkeeping, financial record keeping, basic procedures of budget preparation and control
