Description/Job Summary

Fiscal Responsibilities:
  1. Monitor the billing, payment and receipt of funds to/from the funding sources
  2. Monitor the billing and payment of
    • Vendor files (bill payment system)
    • Reconciliation files (e.g. petty cash)
    • Payroll
  3. Assist in preparing yearly budget
  4. Monitor staff hours to assure all Federal Wage and Hours Laws are being followed; review staff time sheets to assure proper completion; and monitor program staff timesheets are completed properly.

Program Responsibilities:

  1. Supervise or monitor each employee’s job performance
  2. Ensure that probationary and yearly employee evaluations
  3. Document supervisory sessions
  4. Review and maintain client and personnel charts and files
  5. Maintain policy manual in accordance with RHD, funding and regulatory requirements
  6. Outreach
    1. Periodically review referral book
    2. Attend designated interagency meetings
    3. Establish and maintain contact with area social service agencies
    4. Act as liaison to government regulatory bodies
    5. Provide outreach
      1. Attend or assign attendance to interagency meetings
      2. Provide program presentations upon request
  7. Responsible for assuring staff coverage at all times
  8. Monitor weekend program
  9. Provide crisis intervention
  10. Manage continuous quality improvement efforts and processes
  11. Ensure that the program adheres to trauma informed care approaches
  12. Ensure that the program promotes a trauma informed care environment
  13. Performs tasks that are supportive in nature to the essential functions of the job, but which may be altered or re-designed depending upon individual circumstances.

Clinical Responsibilities:

  1. Provide clinical supervision to staff. If there is a clinical supervisor, monitor clinical supervision
  2. Participate in clinical case consultations and treatment planning meetings
  3. Participate in client staffing
  4. Complete or monitor all client reports required by funding agencies (progress reports, discharge summaries, etc.) and transmit to appropriate agency(ies)
    1. Monitor and support the implementation and maintenance of the program
    2. Periodic review of the clinical program and clinical chart review


 As indicated to insure continuity of care and foster a supportive nurturing environment for growth

Required Experience

  1. 5 years’ experience in the field with an additional 3 years’ supervisory experience preferred
  2. Knowledge of substance misuse or experience
  3. Knowledge of or experience working with sexual offenders
  4. Strong organizational, clinical and interpersonal skills
  5. Ability to work both independently and as a member of an interdisciplinary team

Required Education

  1. Master’s degree from an accredited college or university in a human service field with psychiatric hospitalization, partial hospitalization program, or other acute treatment setting experience
  2. The Program Director must be registered, licensed, or certified to practice if applicable 

Required Qualifications

A. Valid driver’s license

B.  All required criminal clearances

C. FBI clearance, as needed

D. All trainings required by licensure

E. Knowledge of and experience working with homelessness, addiction, residential

facilities, mental illnesses recovery preferred

Program Summary

RHD’s Bucks County Long Term Structure Residential (LTSR) program is designed to assist up to 8 individuals, with severe mental health symptoms and complex needs. These individuals will be transitioning from the most restrictive levels of care to community-based treatment. Such individuals may currently be admitted to Norristown State Hospital (NSH), or be housed in the correctional system and awaiting admission to NSH. RHD’s philosophy is for individuals to live in the least restricted environment. While residing at the program residents have structured day which include clinical groups, individual therapy, psychiatrist rehabilitation and peer support groups.
