The Program Manager is responsible for the supervision of residential advisors attending medical, dental and psychological appointments and for the assessment, planning, implementation, monitoring and evaluation of daily living skills, documenting and addressing
all site needs, scheduling all activities, developing weekly menus and coordinating transportation for Shining Through consumers under his/her care. The Program Manager conducts all program operations in accordance with the principles of normalization, abiding
by DPW 6400 regulations and sound ethical social work, mental retardation practices. It is expected that the Program Manager will act in accordance with the policies and procedures of Shining Through Unit and the values of Resources for Human Development (RHD).
Accordingly, Program Manager will be stationed at his/her respective sites functioning as a support to both consumers and staffs and to ensure compliance with the aforementioned internal and external agency guidelines. Program Manager overseeing a single
site may be expected to work 16 hours per week in ratio with the individual(s) living in the home they supervise.
Job responsibilities include, but are not limited to:
A) Operational Responsibilities:
Responsible for the overall daily operation of the site
Ensure that all care and services to consumers are provided in accordance with state and county regulations
Ensure that all consumers are active in program activities and provide feedback to Assistant Director, Program Specialist and Behavior Specialist
Provide daily support and guidance in establishing direction and standard of care as outlined in the DPW 6400 regulatory guidelines.
Assists with maintaining household budgets, including making purchases for both the needs of the consumer and household supplies and distributing funds for social/recreational activities, monitor overtime hours, utilities, repairs and reconciliation.
Collect all receipts from staff and/or consumer after outings and/or purchase are completed
Ensure that monthly fire drills are conducted on alternating shifts and maintain records of it
Reports all maintenance issues to the Assistant Director
Maintain on-call status, which include but not limited to being available 24 hours per day, seven days per week by cell phone, notifying Assistant Director and/or Director and/or Behavior Specialist and/or Program Specialist of any and all major incidents
involving staff and/or residents and ensures required documentation is completed.
Accompanies consumers and residential aides on medical and dental appointments as deemed necessary
Follow-up with pharmacy regarding prescriptions updates
Attends all management team meetings, clinical consultation meetings and communicate all issues and/or concerns that affect any aspect of Shining Through sites.
Must enter all initial EIM reports
Performs all other duties as assigned or directed by supervisor.
B) Administrative Responsibilities:
Review medication logs to ensure proper documentation and administration of medications
Assists Program Specialist and Behavior Specialist in assessing the status of consumer’s programming, including goals, activities of daily living, and community base integration
Review and sign residential advisors’ time sheets
Responsible for the coordination and completion of annual assessments
Responsible for providing the assessment to the family and their team for the development of the ISPs
Responsible for participating and attending in the development of the ISPs
Maintain staff schedules, including providing daily staffing, and is required to work a shift in the event there is no available coverage
Ensure that information about the progress and status of the consumers are accurately and appropriately communicated.
Works closely with the administrative team to ensure the best program option for every consumer
Performs medication counts and coordinate all medical issues with Unit Nurse, Medical Coordinator and/or Assistant Director
Review and make all necessary corrections to Medication Administration Record (MAR) from the pharmacy prior to use at the beginning of the new month.
Semi-weekly checks of all documentation, i.e. progress notes, resident goals, MASH notes, incident reports, medication logs, daily logs, etc.
C) Staff Development and Supervision:
Supervises and evaluates the performance of Residential Advisors
Address staff performance concerns and takes necessary disciplinary action in consultation with the Assistant Director
Document absenteeism and tardiness of Residential Advisors
Conducts on-site orientation with new hires
Conducts monthly staff meetings
Ensure staff compliance with all programs and RHD policies and DPW 6400 regulations
Promotes and ensure effective communication among residential advisors
Responsible for training direct care staff on the contents of the ISP
D) Vehicle Maintenance:
Ensure the maintenance of vehicle mileage logs in program vehicle
Ensure that updated vehicle registration and insurance information are in program vehicle
Contact the Assistant Director for regular maintenance, oil changes, repairs, and inspections for vehicles and keeps accurate record of it.
E) External Relations:
Acts as a Shining Through representative at community meetings and other public venues as necessary and in accordance with RHD values
Maintain effective working relationships with personnel from the county, local agencies, case management and families to coordinate service delivery to consumers.
The Program Manager must meet the qualifications of Program Specialist set out in the Pennsylvania Chapter 6400 regulations 44(c) which require:
A master’s degree or above from an accredited college or university and 1 year work experience working directly with persons with an intellectual disability.
A bachelor’s degree from an accredited college or university and 2 years work experience working directly with persons with an intellectual disability.
An associate’s degree or 60 credit hours from an accredited college or university and 4 years work experience working directly with persons with an intellectual disability.
