The Assistant Director will work collaboratively with the Unit Director to create an environment conducive to the provision of supports for adults supported by RHD Beyond Boundaries:
IDD and MH, CLA Unit, including providing supervision to ensure adherence to 6400 regulations and IDS guidelines. The position carries with it the obligation to respect the dignity and recognize the potential for growth of
every individual who receives or provides services and support, and to advocate for the rights of the people we support. Additionally, this role includes a mandate to ensure the implementation of clinical approaches, interventions and healthcare recommendations.
Duties include, but are not limited to, overseeing program operations, management of physical assets and the supervision of Site Supervisors as it pertains to program operations. This role requires skills in leadership, organization, collaboration, problem
solving and conflict resolution. A commitment to the RHD values should be demonstrated as job duties are performed.
Supervise Site Supervisors with regards to daily operations, supervision practices, implementation of consumer plans and documentation.
Provide support and intervention for individuals and staff during a crisis.
Participate in hiring, and orientation, of new staff as necessary.
Create an environment that empowers individuals through the development of skills and coordination of resources and supportive services.
Model appropriate interactions and boundaries with consumers, staff and community members at all times.
Participate in the development and updating of all policies, procedures and systems. Asses and report the efficacy of such systems to the PA IDD management team on an ongoing basis.
Collaborate with other Assistant Directors for sharing of best practices and resources.
Ensure the implementation of healthcare/clinical recommendations.
Assist with opening new homes and transitioning consumers into, within and out of the program.
Oversee the quality of services by ensuring that the needs of individuals are met and the necessary services and supports are provided.
Act as a liaison between designated program, Supports Coordinators, funders, family members, natural supports and other community members as needed.
Possess knowledge of all consumer plans and financial matters.
Attend and actively participate in all meetings as required.
Coordinate quarterly all-staff meeting/trainings.
In conjunction with Unit's and Corporate's Regulatory Training Coordinator and Site Supervisors, identify and lead specified trainings.
Conduct routine mock audits of program and employee files.
Ensure that Site Supervisors are providing appropriate staffing coverage through the development and implementation of staffing schedules that comply with the consumer/staff ratios as outlined in the Individual Support Plans and the unit's budgetary guidelines.
Ensure regular, consistent, meaningful and culturally responsive communication with all levels.
Support efforts of Site Supervisors and staff to maximize community and program integration.
Maintain a working knowledge of regulations, licensing requirements and applicable laws.
Complete all trainings and certifications in accordance with government and Agency regulations.
Maintain on-call status as part of the RHD Beyond Boundaries: IDD and MH, CLA Unit
Review monthly site checks to ensure that all homes and vehicles are maintained per the regulations and applicable laws; report issues/ concerns immediately and partner with the Property Department and the Fleet Department to ensure that all repairs are
completed in a timely fashion.
Conduct regular unannounced visits of all unit sites.
Serve as incident management point person and/or certified investigator.
Coordinate and participate in licensing preparations and provide monitoring paperwork as requested.
Coordinate and facilitate identified trainings.
Participate in progressive discipline and termination of employment for direct care staff.
Complete documentation as needed for operations of the program and management of staff.
Represent the RHD Beyond Boundaries: IDD and MH, CLA Unit in a professional manner at all times.
Maintain a working knowledge of all RHD corporate employee resources.
Partner with Corporate Property and Fleet departments to ensure vehicle and site needs are maintained.
Act as Unit Director in their absence and in conjunction, with other PA IDD Directors.
All other duties as needed or requested.
Job Requirements/Minimum Qualifications:
A Bachelor's Degree from an accredited college with a major in Human Services, Business Management or related field and 5 years of experience in a human service agency, which includes supervision of others and direct service. Master's degree preferred.
Knowledge of the PA 6400 Regulations and IDS Guidelines.
Ability to effectively communicate.
Excellent writing skills.
Ability to support and implement RHD and PA IDD values and beliefs.
Ability to engage individuals and staff in effective, therapeutic and healthy interactions.
Ability to utilize and navigate computers, pertinent technology and mobile devices.
Must have a valid driver's license, personal vehicle and acceptable criminal and child abuse record history per Agency requirements.
