Resources for Human Development is seeking to hire an RN or LPN to fill the roll as Assistant Director for Medical Services who will work collaboratively with the Unit Director for Medical Services to create an environment conducive to the provision of medical supports for individuals supported by RHD’s PAIDD Division and On Our Own I. Supervision and oversight will be provided to assure adherence to 6400 regulations and IDS guidelines.  This position
carries with it the obligation to respect the dignity and recognize the potential for growth of        every individual who receives or provides services and support, and to advocate for the rights of the people we support. 

Duties include, but are not limited to, overseeing program medical operations, and the supervision of staff as it relates to medical training, procedural support, medication management & logs as well as other areas of physical health.  This role requires skills and experience providing leadership, organization, collaboration,problem-solving and conflict resolution in a residential program that supports medically fragile 
individuals with IDD/Autism.  The Assistant Director for Medical Services will also ensure implementation of health care recommendations.  A commitment to the RHD values and a trauma informed environment should be demonstrated as job duties are performed.

 
Job Duties/Responsibilities:
  • Provide support and supervision to the unit’s RN and LPN’s and CNA’s. 
  • In conjunction with Unit Director and Site Supervisors, assist in developing and training staff 
  • in healthcare protocols based on medical needs of consumers.
  • Ensure implementation of healthcare/clinical recommendations.
  • Supervise Site Supervisors with regards to training medical supports, medical appointments, medication management and implementation of consumer plans and documentation.
  • Act as a liaison between designated program staff, Supports Coordinators, funders, medical professionals/contractors, family members, natural supports and other community members as needed. 
  • Provides support and intervention for individuals and staff during crisis situations.
  • Participate in hiring, and orientation, of new staff as necessary.
  • Create an environment that empowers individuals through the development of skills and coordination of medical resources and supportive services.
  • Model appropriate interactions and boundaries with consumers, staff and community members at all times.
  • Participate in the development and updating of policies, procedures and systems. Assess and report the efficacy of such systems to the PA IDD management team on an ongoing basis.
  • Collaborate with other members of the leadership team for sharing of best practices and resources.
  • Assist with opening new homes and transitioning consumers into, within and out of the program. 
  • Oversee the quality of services by insuring that the needs of individuals are met and the necessary medical services and supports are provided.
  • Possess knowledge of all consumer plans.
  • Attend and actively participate in all meetings as required.
  • Assist with the coordination of quarterly all-staff meeting/trainings.
  • In conjunction with the Unit’s and Corporate’s Regulatory Training Coordinators and Site Supervisors; identify and lead specified trainings.
  • Conduct routine mock audits of program and employee training files.
  • Ensure that Site Supervisors are providing appropriate staffing coverage that comply with the consumers medical needs as outlined in the Individual Support Plans and the unit’s budgetary guidelines.
  • Ensure regular, consistent, meaningful and culturally responsive communication within all levels of the unit.
  • Support efforts of Site Supervisors and staff to maximize community and program integration.  Maintain a working knowledge of regulations, licensing requirements and applicable laws.
  • Complete all trainings and certifications in accordance with government and agency regulation
  • Maintain on-call status as part of the PA IDD Medical Unit management team.
  • Review monthly site checks to ensure that all medication management procedures are maintained; report issues/concerns immediately to the Unit Director and/or Divisional Leadership.
  • Conduct regular unannounced visits of all unit sites.
  • Serve as incident management point person for incidents that require medical expertise and/or certified investigator.
  • Coordinate and participate in licensing preparations and provide monitoring paperwork as requested.
  • Coordinate and facilitate identified trainings.
  • Participate in progressive discipline and termination of employment for direct-care staff.
  • Complete documentation as needed for operations of the program and management of staff.
  • Represent the PA IDD Medical Unit in a professional manner at all times.
  • Maintain a working knowledge of all RHD corporate employee resources. 
  • Act as Unit Director in their absence and in conjunction with other PA IDD Directors.
  • All other duties as needed or requested.

Job Requirements/Minimum Qualifications:
  • High School diploma/GED accepted, Associate's or Bachelor's degree preferred.
  • RN or LPN license in good standing with the state nursing board is required.
  • Minimum of 2 years of experience working in medical field is required and direct supervision of medically focused direct service staff is essential. 4 years of experience working with individuals with IDD/MH diagnosis is preferred.
  • Working knowledge of the PA 6400 Regulations and IDS Guidelines is preferred. 
  • Working knowledge of medical conditions, including but not limited to diabetes, CHF, COPD, seizure disorder, polydipsia and dysphasia.
  • Ability to effectively communicate.
  • Excellent writing skills.
  • Ability to support and implement RHD and PA IDD values and beliefs while supporting a trauma informed environment.
  • Ability to engage individuals and staff in effective, therapeutic and healthy interactions.
  • Ability to utilize and navigate computers, pertinent technology and mobile devices. 
  • Must have a valid driver’s license and acceptable criminal record history per Agency requirements.
