Description/Job Summary

Position Summary
The Program Director will manage the programmatic operations of IDD residential services provided in compliance with regulatory requirements, accreditation standards, and within budget.  The Program Director will also provide oversight of staff and service delivery, including direct supervision of assigned staff. This role will be responsible for the maintenance of the program’s census, intake and admission of program participants, as well as the participants’ transition/discharge process.
 
Essential Duties and Functions:
  • Manage all aspects of consumer intake, discharge, and transition including meetings, documentation, creation and submission of plans.
  • Participate in community networking by maintaining engaged relationships with community providers and stakeholders.
  • Manage relationship with funder by responding in a timely manner to issues including billing, complaints, transitions, and incident management.
  • Monitor the direct delivery of all services to ensure compliance with all regulatory requirements and accreditation standards.
  • Assure licensing readiness and follow up on all plans of correction.
  • Oversee the quality of programmatic, health and habilitative services by ensuring that the needs of individuals served are met, and the necessary services and supports are provided.
  • Serve as a representative to community organizations and/or organizational committees, as assigned, and attends regularly scheduled meetings.
  • Coordinate staff meetings to ensure that staff receive updated information on program activities and important operational issues.
  • Oversee components of ISC process to support continuity of care with persons served.
  • Ensure that all living environments and company vehicles are maintained in a safe and sanitary manner for employees and individuals served.
  • Oversee and implement process for QA survey preparation.
  • Respond to all correspondence and completes reports in an accurate and timely manner.
  • Maintain and engage the RHD Mainstay network to support specialized services for identified populations served.
  • Maintain and facilitate a collaborative relationship with RHD team and RHD ancillary departments to ensure efficient operations.
  • Oversee and assist with the overall personnel needs of the program by ensuring effective hiring, training, evaluation, scheduling, and supervision of direct support professionals to provide quality services to individuals.
  • Manage and supervise identified positions in order to support the residential service delivery system.
  • Verify residential census and charges related to services provided.
  • Conduct payroll duties to ensure staff are accurately compensated, and work schedules support current budgetary requirements.
  • Maintain accountability for petty cash, supplies and overtime pay.
  • Oversee and ensure training process is effectively equipping staff with needed skills and accurate documentation is being maintained and tracked in a timely fashion.
  • Maintain effective on-call and emergency notification and response system.
Qualifications:
  • Bachelor’s Degree in a Human Services, Special Education, or a related field such as: psychology, education, rehabilitation, counseling, or social work.  A combination of education and experience may be accepted in lieu of a bachelor’s degree.
  • 3-5 years’ experience in IDD services.
  • 3 years supervisory or management experience required.
  • Ability to pass background check and Medicaid and Medicare exclusion checks.
  • Must have access to personal vehicle for use on the job as necessary.
  • Must maintain a current driver’s license.
  • Strong oral and written communication skills.
  • Strong critical thinking and ability to implement strategic planning.
  • Ability to supervise and manage staff in a respectful manner.
  • Expertise in Microsoft office (including Word and Excel).
  • Experience utilizing an electronic health record.
Working conditions:
  •  Local travel, after hours on-call.  Provide services in participants’ homes.
Physical requirements:
  • Lifting Requirements:  Light – exerts or lifts no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds and requiring a good deal of walking or standing. Most work involves sitting most of the time with some pushing and pulling of arm or leg controls.
