The Program Director will oversee both components of the RHD Early Intervention ("El") system, including Early Intervention (Birth to 3 years) and Elwyn (3 to 5 years) services. The Director also supervises the EI Program Supervises the Administrative Assistant. Through consultation and supervision, the Director is responsible for monitoring all elements of the entire system including, but not limited to: Budgeting, Billing, Accounts Receivables & Accounts Payable, Payroll, Census, Human Resources, Training & Recruitment, Case Assignment, Consultation/Supervision, Case Management, Health Records and Quality Assurance (including licensing, credentialing & compliance).
Provide direct and indirect clinical and administrative oversight to program personnel including, but not limited to: EI Program Supervisor and EI Administrative Assistant. Monitor all elements of the budget for the EI system.

Vendors & contract management
Referrals & case assignments
Oversee all clinical components pertaining to:
Auditing - Credentialing & Compliance
Recruitment, orientation, training, supervision/consultation & staff (i.e., employees, contractors, volunteers, and interns) development
HIPAA & PHI
Program improvement initiatives
Monitor all program aspects associated with census, staffing, productivity and authorizations.
Respond to any internal and/or external quality concerns and/or investigations.
Consult/communicate regularly with central office personnel PhilaBHH Division, Payroll, Benefits, Human Resources, National Regulatory Systems, General Counsel, etc.).
Maintain and establish on-going collaborative relationships with all RHD programs as well as funders, county/state departments, vendors, external providers, and any other services-related provider forums.
Attend monthly provider's meetings and monthly supervisor's trainings.
Maintain and update all policies and procedures associated with the EI system (e.g., Federal/State/County regulatory systems, RHD Corporate Office, client entry/exit information, etc.).
Oversee the proper retention and destruction of all client, staff (i.e., employees, contractors, volunteers, and interns) and financial records in accordance with state, federal and funder regulations.
Monitor and track pre-service and state-mandated annual training requirements.
Participate in any meetings and/or trainings as requested by the supervisor.
Ensure on-going compliance to all federal, state and local licensing regulations.
Any other additional tasks/projects as requested by the supervisor
Ideal candidates possess a minimum of 5 years of experience working as a supervisor within the early intervention system.
The EI Program Director has an advanced degree (i.e., Doctorate or Master’s Degree) from an accredited university in a discipline, such as: Psychology, Social Work, Childhood Development, Special Education or related field.

Early Intervention provides treatment for infants and toddlers, birth to three years, with developmental delays. The program has a family focus on skill training to enhance developmental skills of the child. Services include: special instruction, social work, nutrition, occupational therapy, physical therapy, and speech/language therapy.
