Description/Job Summary

Responsible for managing and overseeing the business operations and compliance of the CHOC and CTI programs, including budget management, data management, program compliance, continuous quality improvements, and overall program leadership.


Programmatic Responsibilities:

  • Monitors documentation and complete any funder reporting to assure compliance with funder requirements.
  • Orient, assign, and monitor the work performance of CHOC & CTI Team members, through the use of observation, skill training, meetings, mentoring, performance evaluation and on-going communication that support staff development.
  • Works with Program Directors to develop program policies and procedures.
  • Responsible to coordinate and compose data from all databases to monitor and improve the CHOC and CTI programming with the support of the directors.

Fiscal Responsibilities:

  • In partnership with the Unit Directors develop and manage the ongoing operating budget which could include, Medicaid billing, payment and receipt of funds to/from the funding sources, vendor billing, payroll etc.
  • Monitor staff hours to assure all Federal Wage and Hours Laws are being followed; review staff time sheets to assure proper completion; and monitor program staff timesheets are completed properly.

Operational Responsibilities:

  • Complete all new hire paperwork and scan to the Personnel Department at RHD to ensure new hires are entered into the Lawson system, obtain user names/passwords for client EHR system and are assigned a company email address.
  • Post, manage and maintain job postings through Balancetrak system.
  • Manage and maintain Personnel Files to ensure compliance to program and funder regulations.
  • Maintain fleet and vehicle management and function as the Driver Safety Coordinator

Other Responsibilities:

  •  Be a key team member of the management team and provide leadership to the programs.

Required Experience

  • 5 years of mental health direct care experience
  • 2 years of supervisory experience

Required Education

  • Bachelor’s degree in sociology, social work, psychology, gerontology, anthropology, history, criminal justice, theology, counseling, education or be a registered nurse

Required Qualifications

  • Possess excellent verbal and written communication skills.
  • Demonstrate effective interpersonal skills with staff, clients, and other stakeholders.
  • Demonstrate excellent problem solving and conflict resolutions skills.
  • Demonstrate good organizational and time management skills.
  • Valid driver’s license

Program Summary

TI is a trauma-informed, blended case management service that provides intensive support to adults experiencing homelessness in Montgomery County who also have significant mental health needs. CTI’s primary initiative is to locate and connect people to adequate, affordable housing units, and provide support as a client transitions from a shelter or other setting to a new residence. CTI can support clients with linkages to mental health and substance use services, collaborate with community providers, and assist in the development of a client’s natural support system. During this critical time, CTI monitors and assesses these supports to ensure their effectiveness in maintaining their new residence and breaking the cycle of homelessness.  

The Coordinated Homeless Outreach Center (CHOC) is a homeless shelter for single adults that reside in Montgomery County PA.  It is designed to offer short-term (approximately 3 months) safe shelter for individuals until affordable and appropriate housing can be located. As an organization it coordinates with many service providers in the community to Identify and overcome the personal and systemic barriers that lead to and prolong homelessness for individuals.
