Responsible for managing and overseeing the business operations and compliance of the CHOC and CTI programs, including budget management, data management, program compliance, continuous quality improvements, and overall program leadership.
The Operations Manager reports to the Director of CHOC and the Director of CTI.
Monitors documentation to assure compliance with funder requirements.
Orient, assign, and monitor the work performance of CHOC & CTI Team members, through the use of observation, skill training, meetings, mentoring, performance evaluation and on-going communication that support staff development.
Supervises the maintenance coordinator at the CHOC, the administrative assistant across both programs, the CTI Outreach Coordinator and the two CTI Specialists at the CHOC.
Maintain open lines of communication with co-workers to ensure continuity of care and consistency of site operations and program plans.
Works with Program Directors to develop program policies and procedures.
In partnership with the directors, assist in initiating, attending and coordinating necessary meetings and communications with RHD BHH Division, county officials, funding agents, and vendors.
Collaborate with the directors on necessary weekly, quarterly, and annual funder reporting.
Responsible to coordinate and compose data from all databases to monitor and improve the CHOC and CTI programming with the support of the directors.
Responsible for creating, tracking, and distribution of information of program evaluations.
Responsible for coordinating a multi-disciplinary team to create program audits and performance plans as needed.
Assist with program filing and chart organization as needed.
In partnership with the Unit Director monitor the billing, payment and receipt of funds to/from the funding sources
Monitor the billing and payment of:
Vendor files (bill payment and Accounts Payable system)
Reconciliation files (e.g. petty cash)
Assist in preparing yearly budget
Monitor staff hours to assure all Federal Wage and Hours Laws are being followed; review staff time sheets to assure proper completion; and monitor program staff timesheets are completed properly.
Responsible for coordinating with Program Directors to ensure accuracy and appropriateness of program expenditures and that they adhere to the program budget.
Order supplies as needed including office, building and site, IT or other supplies.
Complete all new hire paperwork and scan to the Personnel Department at RHD to ensure new hires are entered into the Lawson system, obtain user names/passwords for client EHR system and are assigned a company email address.
Post, manage and maintain job postings through Balancetrak system.
Manage and maintain Personnel Files to ensure compliance to program and funder regulations.
Oversees CHOC building maintenance and supplies.
Maintain fleet and vehicle management and function as the Driver Safety Coordinator
Be a key team member of the management team and provide leadership to the programs.
At least 3 years of work experience with individuals who are homeless, including those who may have behavioral health challenges.
Master’s Degree in a Human Services Discipline required
Possess excellent verbal and written communication skills.
Demonstrate effective interpersonal skills with staff, clients, and other stakeholders.
Demonstrate excellent problem solving and conflict resolutions skills.
Demonstrate good organizational and time management skills.
Valid driver’s license
CTI is a trauma-informed, blended case management service that provides intensive support to adults experiencing homelessness in Montgomery County who also have significant mental health needs. CTI’s primary initiative is to locate and connect people to adequate, affordable housing units, and provide support as a client transitions from a shelter or other setting to a new residence. CTI can support clients with linkages to mental health and substance use services, collaborate with community providers, and assist in the development of a client’s natural support system. During this critical time, CTI monitors and assesses these supports to ensure their effectiveness in maintaining their new residence and breaking the cycle of homelessness.
The Coordinated Homeless Outreach Center (CHOC) is a homeless shelter for single adults that reside in Montgomery County PA. It is designed to offer short-term (approximately 3 months) safe shelter for individuals until affordable and appropriate housing can be located. As an organization it coordinates with many service providers in the community to Identify and overcome the personal and systemic barriers that lead to and prolong homelessness for individuals.
