Description/Job Summary

RHD Connecticut provides residential community living arrangements, day services, and individual habilitative supports to people who have developmental disabilities in the West and South regions in Connecticut. Currently, RHD CT operates nine CLAs, three Continuous Residential Support programs and supports individuals who reside in apartments in the community. RHD CT operates two day programs, one in the Western region and one in the Southern region of the State.

The Fiscal Administrative Assistant II is a professional member of the agency’s administrative team. Under the supervision of the State Director, the Fiscal Administrative Assistant II performs custodial, accounting, and administrative duties.

Responsibilities/Duties

Fiscal Management
  • Bank Account Record Keeping and Reconciliation
    • Updates and reconciles custodial and representative payee checking accounts
    • Updates and reconciles RHD CT bank account.Prepares appropriate reconciliation forms related to the accounts and forwards to Central Office
    • Forwards all bank statements to Central Office quarterly
    • Completes and submits billing to funder and Medicaid for payment  
  • Room and Board       
    • Generates Room and Board Contracts and mails to guardians/individuals for signatures
    • Updates Room and Board Contracts a minimum of yearly (with rate increases dictated by DDS)
    • Processes and records Room and Board payments
    • Forwards monthly Room and Board spreadsheet to Central office for ACH.
  • Individual's Funds
    • Ensures all relevant documents are filed in individual Funds Management books
    • Monthly review of all consumer funds, monthly expenditures, receipts and reconciliations in accordance with RHD policy and funder requirements, and state/federal law
    • Reviews monthly Individuals Funds packets and provides feedback to managers
    • Maintains ending balance database
    • Provides information to Budget Manager and the Budget Analyst as requested   
  • Consumer Benefits
    • Establishes relationship with representatives of local benefit offices
    • Maintains database of individuals’ benefits received on a monthly basis
    • Coordinates annual redetermination of all fiscal benefits for consumers in conjunction with the directors and site managers
    • Tracks and files yearly Social Security Award letters
  • Program Vehicles
    • Reviews and tracks drivers’ license for all appropriate staff
    • Coordinates Driver Safety Training for all staff
    • Tracks, coordinates and schedules, in conjunction with the site managers/directors, all appropriate services for agency vehicles
    • Maintains a vehicle database to include service dates, registration dates, and accidents
    • Obtains and reviews all agency mileage logs and gas receipts
  • Electronic Health Care Record 
    • Participating in the implementation throughout RHD CT
    • Monthly bill processing 
  • Other Tasks
    • Makes special program purchases as requested, for office and sites
    • Supports the programs in upholding the Values of RHD through administrative tasks
    • Other duties as assigned

Required Experience

  • A minimum of two years prior accounting and budget management experience

Required Education

  • Bachelors Preferred (may substitute Associates degree and experience)

Required Qualifications

  • Knowledge of bookkeeping, financial record keeping, basic procedures of budget preparation and control
  • Valid driver's license
  • Familiarity with DDS regulations pertaining to the clients' funds and ensures they are always met
  • Ability to audit financial documents
  • Ability to utilize electronic budget tools (e.g. QuickBooks, Quicken, etc.) for management of checking accounts
  • Proficient in Microsoft Office (Word, Excel, Access, Outlook)
  • Displays a positive attitude and ability to interact with others in a mature, professional manner
  • Displays an ability and willingness to participate in supervision for the purpose of skill building and growth
  • Appropriately represents RHD while communicating with the funder and other community members
  • Exercises discretion when receiving sensitive information about consumers or staff persons
  • Conducts oneself in a manner consistent with the values of RHD
