Description/Job Summary

The Outcomes Analyst will be part of the Clinical Outcomes and Quality Improvement team, working under the Clinical Outcomes Director and in conjunction with the other Outcomes Analysts, Clinical Directors, and Regional Directors. The Outcomes Analyst will support RHD’s behavioral health programs in effectively collecting, tracking and monitoring data to evaluate programmatic outcomes and ensure programs are meeting funder data collection and reporting requirements. The Outcomes Analyst is expected to provide consultation, guidance and hands on teaching and support to programs to ensure data is collected and used appropriately, including within quality improvement initiatives and to demonstrate performance to funders. The Outcomes Analyst is also expected to assist with evaluating the implementation and outcomes of evidence based practices, developing global measures across behavioral health programs,and collecting and analyzing data and key performance indicators. Furthermore, the Outcomes Analyst will work to develop effective systems for collecting and reporting on these indicators. Finally, the Outcomes Analyst will support the use of the organization’s electronic health record, including for tracking program outcomes and using these data to inform programmatic design and decision making.

  • Support Clinical Directors in evaluating current and new clinical models, trainings, implementation of evidence-based practices and other corporate-wide clinical initiatives.

  • Collaborate withRHD’s electronic health record (EHR) development team to recommend metrics forcollection within and across programs, design forms and reports required formetric collection, train staff on using report data to understand program performance and participant outcomes, and analyze EHR data across programs to inform RHD’s delivery of services by program type. The Outcomes Analyst may also support training new staff on using the EHR and rolling out the EHR to new programs.

  • Serve as a leader in continuous quality improvement (CQI) efforts within and across programs. Work closely with regional and programmatic leadership to identify CQI areas of need by collecting andanalyzing data and holding CQI sessions with programmatic stakeholders. Make use of established CQI tools such as thePlan-Do-Study-Act cycle and the 5 why’s. Provide training and technical assistance onCQI across RHD. Lead a group of CQI projects aimed at achieving improved participant outcomes and programmatic results as required by funders and for RHD’s business development efforts.

  • Serve as asubject matter expert and provide training and technical assistance to RHD leadership and program staff in areas including data collection and analysis; process, outcome, and impact evaluation; and use of data to understand RHD’s work and “tell our story.”  Develop and conduct workshops and trainings for RHD staff to better understand the core concepts involved in collecting, analyzing, and using data as part of their work.

  • Collaborate with RHD’s business development team in developing Request for Proposal (RFP) responses, including delineating our proposed theory of change and the metrics we will use to evaluate stated outcomes. Keep current of trends in value based payment within the behavioral health marketspace, including measures being piloted or used by payers moving towards performance-based contracts.

  • Provide targeted, ad hoc data collection and analysis support to behavioral health programs on an as needed basis. Work closely with programs as support is provided to build their capacity in understanding and working with programmatic outcomes moving forward.

  • Collaborate with Quality Assurance (QA) staff to help move RHD’s QA efforts towards more data-driven processes. Support QA staff in designing processes that make use of data across participants to better understand the trends in quality impacting our delivery of services. 

  • Develop dashboards and scorecards, as needed, with targeted metrics that provide a summaryof program performance and participant outcomes in given areas of work. Share these with RHD leadership and programstaff to help provide a longitudinal view of our work over time in specific areas. Lead meetings and work sessions to review these tools and discuss what interventions we can target to achieveimproved performance on specific metrics.

  • Take part in one or more research or evaluation projects in collaboration with outside academic researchers. Conduct literature reviews; conduct key informant interviews and focus groups; analyze quantitative data from surveys and pre-post tests; and take part in writing briefs, fact sheets, and possibly journal articles.

Required Experience

  • Master’s degree + 1 year work experience OR threeyears’ work experience (or a combination of these) in Public Health, HumanServices, Social Work, Psychology or other related field required.

  • Master’s degree + 1 year work experience OR three years’ work experience (or a combination of these) in Public Health, Human Services, Social Work, Psychology or other related field required.

Required Qualifications

  • Excellent communication skills (written and oral) including interpersonal skills.
  • Ability to manage multiple tasks or projects.
  • Well-developed critical thinking and problem solving skills.
  • Proficient in Word and Excel. Familiarity with one or more statistical package (e.g. SPSS or R).
  • Ability to travel independently throughout the community (must possess valid Driver’s License).
  • Ability to work with a multi-disciplinary team and ability to complete tasks in a self-directed environment.
