This Benefits Director will participate in the planning, design and execution of RHD’s employee benefits programs which are intended to keep RHD competitive as an Employer of Choice. This position will have primary oversight, management and administration, and participation in developing RHD/s benefit programs. It will also have significant input in managing benefits costs and responsibility for benefits compliance. This position will consult with management at all levels, regarding specific benefit program development or special related initiatives or efforts.

Participate in the design and manages the development and administration of RHD’s Unemployment Compensation, benefit and pension plans, policies and procedures
Manage annual plan compliance review and design activities to insure benefits and pension plans are in compliance with Federal and State laws, including, but not limited to Employee Retirement Security Act (ERISA), Consolidated Omnibus Budget Reconciliation Act (COBRA), Health Insurance Portability and Accountability Act (HIPAA), Family Medical Leave Act (FMLA), etc.
Recommend and implement changes to the plan to maintain compliance and insure proper documentation is maintained on all plans to support compliance.
Manages relationships with outside vendors, insurance carriers, and consultants to insure plan documents are properly administered, maintained, and updated and compliant with applicable laws.
Sponsor and manage benefits committee meetings and lead all review and plan design activities.
Participate and support annual audits of the plans as required by law and by the audit requirements of RHD.
Manage annual discrimination testing and reporting for benefits and pension plans with brokers and insure the structure of the plans are compliant.
Supports the development and administration of RHD’s wellness program in coordination with the health plans.
Manages the design, development and administration of RHD’s retirement savings plan (403b) programs, policies and procedures insuring g compliance.
Work extensively with application programming in the development, testing and implementation of systems to support benefits administration.
Collaborate with HR, Risk Management, Legal and line management regarding disability related absences managed under all applicable laws (FMLA, WC and ADA, etc. )
Participate and collaborate with Accounting and other departments in the management and planning of corporate benefits budgets, and development of the benefit reserves.
Serve as RHD’s subject matter expert regarding all benefits and compliance issues
Insure benefits staff receive regular and timely performance feedback.
Direct supervision of benefits staff.
Perform other related duties as assigned
Minimum of 10 years relevant experience administering a variety of benefits plans
10+ years of benefit leadership experience
Experience with HR and Employee Relations
Experience with planning and managing departmental budgets, and fiscal forecasting and analysis.
Experience with Lawson or other HRIS payroll systems.
Bachelor’s degree in Business Administration or a related discipline required
Extensive knowledge of benefits related regulations (ERISA, PPACA, Section 125, FMLA, HIPAA, ADA, etc.)
Extensive knowledge of the principles of benefit administration and compliance with laws and regulations impacting the administration of benefit programs (ERISA, HIPAA, COBRA, ADA, FMLA, ACA, OPERS, STRS etc.),
Computer skills including word processing, spreadsheet and databases are essential.
Ability and motivation to provide outstanding customer service and to handle difficult and/or emotional customers.
Significant ability to work collaboratively and partner with all levels of the organization to achieve results.
Excellent verbal and written communication skills, and interpersonal skills
Ability to manage and maintain compliance with all federal, state, and local legal requirements across the corporation
Ability to identify new benefits products, negotiate and manage relationships with vendors, partner with IT regarding technology needs
Ability to perform overnight travel several times a year.
Ability to understand and operate with organizational values and culture.
Knowledge of Microsoft Suite and capacity to learn use of benefits and human capital technology systems.
