Description/Job Summary

The National Director of Compliance and Regulatory Affairs (The Director) leads a team of Compliance and Regulatory Managers in monitoring programs for compliance, assisting with licensing and regulatory submissions, and overseeing the implementation of corrective action plans for all RHD programs. The Director works within multiple service lines to ensure staff observe Corporate Compliance policies, to educate programs of HIPAA obligations, and to provide technical assistance to program leaders. This includes ensuring program staff stay abreast of regulatory changes and assisting with implementation of policies and procedures to promote and maintain compliance. The Director will be responsible for keeping the organization abreast of relevant updates to municipal, state, and federal laws and regulations. The Director reports to the organization’s Chief Legal Officer, and also has independent lines of communication to report directly to the Chief Executive Officer and the Board of Directors.

Responsibilities/Duties

  • Develops and implements the annual Compliance Work Plan.  
  • Develops and implements education and training programs related to the Corporate Compliance Program for all RHD staff.  
  • Evaluate trends, manage regulatory risk, and ensure appropriate internal controls.
  • Establish critical measurements for corporate regulatory compliance.
  • Identify needs of the organization and allocate resources within the compliance and regulatory team.
  • Serve as Corporate HIPAA & Privacy Officer in consultation with corporate counsel as outlined in the Corporate Compliance Program.  
  • Provides supervision and direction as needed with compliance staff members to ensure high quality compliance work performance.  
  • Report to the executive team and the Board of Directors on the regulatory compliance risks faced by the organization.

Required Experience

  • Six years’ experience in regulatory compliance in the healthcare or human service delivery fields required.
  • Experience interacting with funders, liaising with regulatory agencies, and overseeing multidisciplinary teams to realize goals.
  • Experience with data analytics or be willing to obtain certification as a certified investigator.
  • Experience in developing and presenting training materials to a variety of audiences. 

Required Education

  • Advanced degree and/or Certification in Healthcare Compliance (CHC) preferred. Bachelor’s degree in related field required.

Required Qualifications

  • Knowledge of applicable federal/state laws related to Medicaid/Medicare billing, state contracts, and MCO agreements.  
  • Auditing and investigatory skills, including ability to formulate investigative questions and methods, structure related interviews, review documents and collect evidence, develop audit tools, review records to determine compliance with laws and regulations, and objectively determine findings and make relevant recommendations. 
  • Interpersonal style characterized by professionalism, patience, effective communication skills, and ability to remain calm in emotionally charged situations. Excellent relationship building skills. 
  • Excellent writing and computer skills; skills in public speaking and presentations. 
  • Ability to travel to RHD program sites nationally. 
  • Excel at articulating the demands of existing legal and regulatory frameworks
  • Willingness to champion unpopular ideas and to ensure compliant practices are implemented and followed.

Program Summary

The National Regulatory Systems (NRS) team is responsible for monitoring compliance with federal and state laws and regulations across the RHD corporation. The NRS team conducts investigations into allegations of fraud, waste, and abuse; performs audits at the program level to ensure compliance with laws and regulations; provides training, resources, and support to all programs and Divisions in matters related to compliance, contracts with MCOs, and licensing.
