The Assistant Director is responsible for overseeing the operations of both Residential & Day Services ensuring the safety and well-being of all program Participants through ongoing collaboration with the Clinical & Program Directors while providing direct supervision and ongoing mentoring to the Program Managers who will be managing clusters of CLA’s. The Assistant Director will also be expected to create, oversee and improve operational systems to ensure continued quality improvement while supporting and participating in the growth and development of both residential and day service programs. Commitment to the RHD values should be demonstrated as job duties are performed.

Responsibilities/Duties

CAPACITY BUILDING

  1. In conjunction with Clinical & Program Directors schedule and conduct Participant recruitment efforts to grow both the residential and day service programs.
  2. Participate in operational systems review & strategic planning and development meetings with administrative team to analyze and improve existing operational systems & to set and review short and long term strategic and tactical goals to ensure increased efficiency, continuous quality improvement and programmatic growth.
  3. Participate in housing searches, the furnishing process and ensure that all homes meet operational licensing standards set forth by all government agencies/licensing bodies involved.
  4. Assist Directors in fund development activities to ensure long term programmatic sustainability and to allow for new lines of business.


OPERATIONS

  1.  Participate in ongoing review of Participant medical charts, ensuring that all appointments and necessary paperwork are completed and up-to-date.
  2.  Schedule, conduct and participate in meetings as needed to include:

      a. ISP, Management, Team Lead, All Staff, Monthly Monitoring, Retreat

3.  Ensure that Program Managers complete, file and forward all operational/billing documentation to appropriate parties to include:

      a. Census, Fire Drills, H20 Tests, Fire Extinguisher, Chimney & Furnace Inspections, Custodial Petty Cash, MAR Logs,

4.  Schedule and conduct with Program Managers bi-monthly audits to include:

         Medical Charts, Medication Logs (MAR Logs), Fire Drills, H20 Tests, Fire Extinguishers/Chimney/Furnace Inspections, Custodial, Petty Cash, Property Inspection

5.  Co-conduct Program Management meetings to review program and staff needs and to ensure completion of:

          Medical Charts, Monthly Reports, Census Reports, R & B Payments, Vehicle/House Inspections & Crossover/Bi-Weekly Med Check Forms, Check Requests/Receipts, MAR Logs

6.   Assist in the provision of direct care as needed for special events and/or emergencies

7.   Assists in the development and maintenance of an on-call system to ensure continuity of care when there are clinical/staffing/housing emergencies.

8.   In conjunction with the Directors, confirms that all reportable incidents are reported and completed on HCSIS/EIM, following PA and RHD Incident Policies and Procedures.

9.   In conjunction with the Directors, determines the need for an incident investigator and coordinates the availability of staff, individuals and paperwork for the investigation

10. With the support of the Admin Assistants, conducts ongoing staff file audits to ensure ongoing compliance with licensing \ regulations/provider qualification/provider monitoring.


HUMAN RESOURCES

  1.  Assist Management Team in the recruitment and ongoing training and development of staff
  2. Provide ongoing supervision and mentoring to Program Managers.
  3. Monitor and ensure ongoing accuracy of staff schedules and manage time off requests
  4. Assist with time approval process
  5. Obtain an annual physical with TB test every 2 years
  6. Completes 24 hours of training in human services annually.
  7. Inform management team of updated vehicle information to include inspection and registration.
  8.  Effectively manages and follows through on assigned projects.
  9. Complete all other duties as requested by administrative staff.

Required Experience

  • Thorough knowledge of PA Chapter 6400 regulations
  • Program development, goal planning and implementation of the Team planning process
  • Possesses excellent verbal and written communication skills
  • Ability to function as a member of a team, which works together to ensure a high quality of life of each Member
  • Ability to support and maintain adherence to boundaries
  • Ability to achieve outcomes with Members as determined in their Team Plan
  • Ability to support and implement Adesha Village and RHD values

Required Education

  • A Master’s degree from an accredited college or university and one year work experience working directly with persons with IDDor
  • A Bachelor’s degree from an accredited college or university with three years of work experience working directly with persons with IDD

Required Qualifications

  • Valid PA drivers license
  • State police clearance
  • FBI clearance and/or Child Abuse Clearance, as required
  • CPR and First Aid certification
  • Medication Administration
